My next question is, why if it's crammed deeper into the tube is it running, but if it's resting at the top of the overflow it stops. I pulled it out of the overflow tube and it stopped leaking. I shined my flashlight and it was definitely running a little bit. I pulled the lid off and listened and heard a faint sound. This explains why I wasn't getting food coloring in the toilet bowl.
